Use case: The law firm sends appointment confirmations and case-status updates to clients who have opted in. pages_utility_messaging allows the Page to initiate conversations with utility (non-promotional) messages outside the standard 24-hour window.

Utility messages are sent via POST /me/messages with messaging_type: UPDATE — allowed outside the 24-hour window for transactional content (appointments, case updates, receipts).
